Organisational model - overall principles>
ECDL certification in Poland is based on the following fundamental rules:
- All ECDL certificates are provided as part of a single process, based on uniform rules and organisational structures.
- The prices of all certification elements, i.e. ECDL Skills Card, examinations and certificates are determined by PTI and may not be changed by any partner.
- ECDL examinations are conducted solely in certified ECDL Laboratories.
- A laboratory is not an independent unit, it may only deliver examinations in cooperation with ECDL Examination Centre (EC).
- The examinations are conducted solely by trained ECDL Examiners with PTI authorisation.
- The certification process in every area is supervised by an ECDL Regional Coordinator (RC) designated by PTI.
- On a national level, ECDL certification process is managed by the Polish ECDL Office led by the National ECDL Coordinator for Poland. .
- A person designated by PTI to be responsible for product quality and marketing is a Product Coordinator (PC), who deals with a relevant area of the certification process.
- Business model is based on partnership agreements with Examination Centres.
- Additionally, the business model includes another path that makes it possible to develop the idea of ECDL in the traditional area of PTI presence, i.e. education, by establishing a PTI Certification Centre, which would also serve the role of the ECDL Examination Centre, and making it available to schools, universities, and authorised examiners..
- Examination panel - an electronic workflow system, which will make the certification process more efficient. After payment a candidate will receive an electronic Voucher with a code to activate the purchased level of certification. Certification may be provided by any EC in Poland upon presentation of a Voucher.
- Voucher - it is an electronic validation of payment for selected elements of certification programme. A code on the voucher activates the appropriate level. A voucher can be redeemed in any EC in Poland
- Deferred invoices - an EC may request a purchase of Vouchers and issuing an invoice with deferred payment in the case of EU projects (in keeping with the expected schedule) or receive Vouchers for its own purposes as part of a commission for the previous accounting period.
