Business model based on partnership agreements with ECs

Framework

As per the requirements of the Foundation set forth in the Quality Assurance Standard, the overall business model is based on a partnership with Examination Centres. PTI will enter into an agreement with every Centre. The agreement shall regulate every element of cooperation, related both to Candidates recruited by the Centre and those directed by PTI as part of an order.

The model assumes that the examination will be arranged and administered by the Examination Centres in the Authorised ECDL Laboratories, according to quality procedures required and controlled by PTI. PTI has an exclusive right to issue ECDL Skills Cards and Certificates, which are delivered to the Centres and then granted to the Candidates. All payments are made to PTI, either by the Candidates themselves or representing institutions.

The model based on partnership agreements works as follows:

  1. A Candidate or a representing institution pays PTI for the individual elements of certification.
  2. PTI issues a Voucher as a validation of payment, which also authorises an Examination Centre to provide the service as requested by PTI.
  3. The Candidate selects a venue from the list of Examination Centres.
  4. The Candidate makes an appointment with the EC.
  5. He/she takes the exam in presence of an authorised Examiner in an authorised Laboratory.
  6. The EC stores exam files.
  7. The EC settles with the Examiner.
  8. The EC settles with the Laboratory.
  9. Based on the report to the Polish ECDL Office, the EC submits to PTI an invoice for the services provided in the process of certification.

Until the „Examination Panel” becomes fully functional, i.e. in the transition period from August 1 to September 30, the Vouchers will be processed as follows:

  • An EC collects the receipt of payment for certification from the Candidate (examiners used to do this)
  • The EC attaches the receipt to the files, along with complete records of the person (exam report, registration sheet, etc.)
  • The EC invoices PTI for the order as per the price list.
  • The EC settles with the Examiner.
